test(acl): scan capabilities.test.ts imports with the TypeScript AST, fail-closed
Replace the regex/hand-rolled lexer with ts.createSourceFile + AST walking: module edges from import/export-from/literal import(); aliases, query suffixes, computed import(), require, import.meta.glob and any non member-access use of a tauri-commands namespace alias throw; wrapper to command extraction is read from the AST too.
