Jeff Mitchell defeb32cd6 When reading a resource, on 404 destroy the resource (#41) 
This allows configuration to continue after a resource has been
destroyed outside of TF by deleting the resource from state instead of
erroring.

This also modifies groups tests to use it. It's easy to verify from the
controller output that it's being used since it causes warnings to be

* Add watchtower provider using the auto generated go sdk.
