* use linux/arm64 golang base image

- Discovered the correct digest using:
  'docker manifest inspect golang:1.16.6 | jq -r '.manifests[] | select(.platform.os == "linux" and .platform.architecture == "amd64") | .digest'

Post release of v0.1.2, ui/core folder has been renamed to ui/admin.
Update ui build scripts to be aware of the path change.

- This is no longer needed in the spec file, as post-processor
  definitions are now standardized and not project-specific,
  as of Packagespec v0.1.4

* build: include go.{mod,sum} from go submodules
