The scheduler monitors running jobs to make sure they are not hung. If
the status of a running job does not change after a duration (the
interruptThreshold in the scheduler), the scheduler kills the job. This
change passes the scheduler's interruptThreshold to the job when it
calls Run() on the job.
This function was returning the set of deletion tables. A view seems
better suited for this task since it would allow for applying additional
filters of the result set. This was particularly necessary to easily
make changes to some sqltests due to switching the delete trigger for
the session table.

The iam package is very foundational, and now depends
on the pagination package. Thus, the pagination package
must not import any packages that may import iam,
such as the plugin package. Move the plugin helpers
to a subdirectory to avoid this import cycle.

The new design defines 4 distinct functions, List, ListPage, ListRefresh
and ListRefreshPage. The first two are used during the initial
pagination, and the other two are used during refreshing.
The pagination package provides generic functions for
iterating over a collection of items such that each incoming
request is filled even after filtering is applied.
