HaotianandTimothy Messier 823b8cdfc6 feat(vault): Add CRUDL methods for ssh certificate cred library (#2765) 
This defines a new credential library type for ssh certificates.
It adds new repository methods to support CRUDL of the new ssh
certificate credential library.
