Pass correct context to docker build for multiarch and dev build targets. * fixed missing file errors; bumped boundary version * downgraded alpine due to build issues * fixing makefile * bumping boundary and alpine versions * fixed docker directory in makefile and dockerfile * updating dev.dockerfile & makefile
