The static site is intended to be replicated on multiple servers using something like DNS round robin.

For some functions like upload, and comments, we need to be able to manage centrally as reservations and other checks need to be done.

Therefore it is desirable to be able to specify the FQDN for this separately, and not have it hard coded.
