tests: mail-tree fixture + host-side run-tests.sh

cpmove-mail.tar.gz adds two Maildirs (one empty) and an ALFA-style
symlink inside the mail tree. tests/run-tests.sh runs extract.sh and
scan-files.php from the checkout with a stub clamscan: mail skipped by
default, extracted with IMPORT_INCLUDE_MAIL=true, the in-tree symlink
still stripped, --skip-mail excludes/never quarantines the mail tree.
12 of 23 checks fail on the previous scripts.
